JOB TITLE Proposals Engineer
MAIN PURPOSE OF THE JOB

 

The Proposals Engineer evaluates tender requirements, both commercially and technically in order to be able to accurately respond to the RFQ. In responding to the RFQ all aspects should be considered, including materials, engineering, labour, finance costs, durations etc. in order to present the most competitive compliant bid.
LOCATION Gauteng
PREFERRED QUALIFICATION

 

v  National Higher Diploma in Mechanical Engineering, Chemical Engineering or Electrical Engineering or.

v  BSC/ BEng/ B Tech Mechanical Engineering, Chemical Engineering or Electrical Engineering.

v  Advantageous: ECSA registration.

KPA’S OR JOB RESPONSIBILITIES v  Attend pre bid site inspection.

v  Receive and review RFQ (Request for Quotations – Tender Document)

v  Prepare RFQ Review Package

v  Attend Bid Clarifications meetings

v  Prepare RFQ files as per internal company processes and procedures

v  Identify information shortfalls and prepare clarifications

v  Liaise with clients appointed engineer

v  Coordinate the bid compilation process between the various functional departments. Prepare cost estimates as directed by Line Manager

v  Ensure correctness and accuracy of cost estimates

v  Consolidate all bid documentation and compile RFQ

v  Assist with Bid clarifications and negotiations

Experience v  Some previous experience of cost estimating, ideally in an engineering environment, with specific reference to water and waste water treatment and pumping systems.

v  Good IT systems knowledge and skills including advanced Excel skills and MS Project

v  Ideally experienced in the use of spreadsheets, estimating pricing models and cost management tools

v  Able to show evidence of adding value and cost optimisation

v  Knowledge and understanding of a variety of mechanical processes and components and ability to evaluate and analyse associated costs.

v  Process knowledge preferred.

KNOWLEDGE AND SKILLS v  Engineering qualification

v  Water and waste water experience

v  Minimum 3 years estimating experience

v  Knowledge of contract terms and conditions

v  Knowledge of various forms of contracts, FIDIC etc.

v  Contractor background an advantage

v  Site experience an advantage

v  Must have previous experience in compiling Bid Proposals

v  Strong communication skills (written and oral)

v  Strong computer and systems knowledge

v  Time management skills and ability to work under pressure.

v  Energetic and dynamic.

v  Willingness to travel as required.

CONDITIONS OF WORK:
Duration: 1 year CCD; 6 months trial period.
No accommodation for family during trial period.
Salary: $ 3500 – $ 4000 per month
Other benefits:
 2 economy class return tickets home per annum. No tickets for family during trial period.
 30 days paid leave per annum
 Accommodation and housing for candidate without family for 1st 6months (trial period) and thereafter with family.
 Vehicle with driver (on call / duty during office hours).
 Telephone allowance $ 100 per month; sim card will be provided.
 Medical insurance for candidate (and family upon confirmation): 80% reimbursement scheme.
